In 1978, he participates as a journalist and editorial secretary in the creation and the realization of a weekly magazine of regional character: "the tribune of the noon" which seems a year it is there that it meets journalists, authorities and political leaders and cultural, local and national artists and creators, and also that he learns the modeling, photography, printing and makes his first steps in drawing, editing photos ... in parallel he participates in "The theater troupe of Fronton "and gives some representations. In 1979 he participates in a consumer newspaper "Sphynx". In 1981 he began to create and paint by trying various techniques (oil, pastel, gouache, watercolor, pen, wash, drawing, ink ...) on various media (walls, canvas, paper, wood, cardboard ...).
In 1982 he produced decorative tables, which he produced with colored ink in collaboration with a cabinetmaker (Markus Schuster) and a commercial agent (Pierre Martorello). They meet the leaders of "Tousalon" in order to expose a range of furniture he has designed. In 1983 he made the first painting variant "Heavenly Ruins", a table that has the distinction of offering two versions, two visions on the same support according to the lighting used early in a long series. He therefore invented a unique technique for the passage of inks on large format canvas that rivals classical pictorial art. He met the Espace Bonnefoy managers in 1985 and presented a first exhibition of paintings varying in April 1986 with an interesting public and media coverage. He took part in several competitions: "Florilège des Arts", "Carrousel des Arts", "Reader's Digest" in Rouen, Bordeaux Biennale and directed several exhibitions ("Ly Gardens" historic city center of Toulouse ...) and begins to see several articles on his achievements in the local and regional press. Continuing his pictorial research he invents a new variant form of painting using fluorescent pigments that react to ultraviolet rays.
Researcher, reader and music lover it is cultivated and enriched with novelties. In 1988, he met the heads of the Saint-Cyprien space (Mr Prat) in Toulouse to create an exhibition of variant paintings on the theme of the 1789 revolution entitled "Ellipse 89" and in 1989 he made another exhibition in Altigone, cultural center of Saint-Orens, where Mr Jean-Paul Rouillé detects and reveals what seems to him to be a new art which is worth to him some media and artistic success ("intimist, warm climate", "original creation", "Philippe Cébeillac tries to make the viewer more active ", reference to Caravaggio and Rembrandt) The approach is described as astonishing and the" Ellipse 89 "exhibition, set up in July, is the result of a collaboration with the Toulouse city council which supplies the material allowing the manufacture of a monumental painting of two meters out of three equipped with a sound system, bright computer and electronic in collaboration with two engineers: Simon Tressières (Motor ola) and Bernard Beaufour (aerospace engineer), this team is joined by a music composer Thierry Antherrieux. Press, radio and television are interested in these creations of a new genre which earned him several articles noticed in "The Depeche du Midi" by Gerard Sentier: "We can already imagine the fallout of such an invention. At home of course. But also application in the theater or to animate concerts and evenings ... "," The variant painting can even become alive by moving the light. In other words: if you play with the bulbs on the back of the board. Philippe Cébeillac created a computer program capable of generating light impulses, all in harmony with a music. "And Ginette Toulet:" If the technique is a medium of art, a springboard allowing us to fly to the country of imagination and dream, Philippe Cébeillac understood it well. His varying and luminous paintings are first of all like works in which the characters and objects are locked in their thoughts and leave us meditative and dreamy. But now these paintings are changing ... The Luminist painter, by a unique technique based on the transparent properties of paper, opens us a new door on the world of the imaginary. We enter the thoughts of his characters and real scenes will be played, new actors appear, we jump from one universe to another by theset of light sequences ". There are two TV shows: "Eureka" on FR3 and a report from TLT and several radio programs on France-Inter, Sud-Radio, NRJ ... In 1989 he is noticed by the jury of SITEF which selects him to participate in return lounge. In parallel, he met the heads of the Paris DRAC, in this case Mr Francis Balagna and Mr Censi and Mrs Salvant of the Regional Council of Midi-Pyrénées, to carry out a large-scale exhibition under the Faust 1990: "Interferences 90" space luminous and sound interactive plastic composed of a central pyramid surrounded by twelve varying monoliths. The specifications are worth € 65,000 and the entire project is finalized but team problems prevent its public presentation. The Regional Council grants him the credits necessary for the realization of the six works and the central pyramid of the project. Following this, he followed two courses: a training course in micro-editing at Cefit and a photography and multimedia workshop at Etpa. He stopped in 1995 to prospect and seek to exhibit. In 1997 he moved to Cugnaux and painted pastel, gouaches, oils and began to copy paintings of masters, practice photography. He continues his research and works on his poems, novels and short stories: "Economie de l'art", "Treatise on the technique of the painting variant", "Poems of hours", "Words of paintings", "The pendulum motor "," Urbanities "," Letters to the moon "...
