Easiest and quickest way to achieve same appearance that in magazines and American films. Most professional cameras has it already in shots.
Bring the photo to ps cs3, blur it by surface blur and then by gaussian blur. put blurred images on different layers as the filter is very destructive. Set top layer filter to overlay and reduce its opacity.
It doesn`t work with all photos and lighnings, but I managed to achieve some good results.
